This photograph includes, from left, Secretary of Defense William S. Cohen, who served in that role from 1997 to 2001; President Bill Clinton, Secretary of State Madeleine Albright, and an unidentified person.

A handwritten message at the bottom states, "Bill - Here we are hear no, speak no, see no______: Evil? NATO? Criticism? Good News? Whatever, it's a great picture, and I hope, a story with a happy ending Bill Clinton."

Cohen, a Republican from Bangor, served in the U.S. Senate before being asked to serve as Defense Secretary by Clinton.
