Fisherman repairing net with a netting needle or shuttle in a Biddeford Pool workshop, 1917. Portrait is either Fred A. Waterhouse or Irving S. Milgate; the man in question is working for Waterhouse and Hatch. The company of Waterhouse and Hatch was in the fishing business in Biddeford and Biddeford Pool for forty years.
