Identified in the photograph are Edward W. Maddox, City Marshal and officers Ralph Anderson, Joseph F. Varney and George W. Taylor.

City Marshal Maddox reported in 1888 that he and his officers made 48 arrests: Drunkenness, 21; Vagrants, 5; Illegal sale of intoxicating liquors, 13;Seizures of intoxicating liquors, 10; Assault and Battery, 4; Larceny, 1; Fast Driving, 1; Malicious mischief, 1; Breaking and Digging in Street, 1; Disturbing public meeting, 1.
