Franklin Conant Payson, a lawyer, was born on September 4, 1856 in Portland, Maine to Henry M. and Emma (Conant) Payson. He attended Bowdoin College, was practiced law in Portland. He was also president of The Portland Company, and a trustee of the Maine Savings Bank.
