Portland residents voted on May 3, 1824 to have a committee comprising Lemuel Moody, Joshua Richardson, Dr. John Merrill, Charles Fox, and John Crockett explore the "place, plan and expense of a building suitable for a hospital."

Town Clerk Joseph Pope, a lawyer, signed the document.

Moody (1767-1846) built the Portland Observatory in 1807, Joshua Richardson and Charles Fox were merchants, John Merrill was a physician, and John Crockett may have been a housewright.
