Brig. Gen. George F. Shepley, a Portland lawyer and U.S. Attorney before the war, commanded the 12th Maine Infantry, which was part of Benjamin Butler's 3rd Brigade.

Soon after the 12th Maine landed in Louisiana, Shepley was named military commandant of New Orleans, then military governor of Louisiana, a post he held until a civilian government was elected in 1864.

After the war, Shepley (1819-1878) returned to Portland and was named judge of the newly created 1st Circuit Court.
