In this photograph the slate quarry workers are posed with the work horses used to move the large pieces of slate from the quarries to the mill. The workers also used the horses to move the wood cut to heat the mills during the winter. That is likely what the horses were being used for at the time of this picture as the men in this image are holding various tools used for wood harvesting and winter work.
