Description
Former Maine Gov. Israel Washburn wrote to Brig. Gen. George F. Shepley, commander of the Union District of Norfolk and Portsmouth, asking him to return to Maine to make several speeches before the election. Washburn wrote, "No man could do so much good." He sought Shepley's help in insuring a Republican victory.
