On March 4, 1864, a civilian government resumed control of Louisiana. The state had seceded from the Union in February 1861. In June 1862, with the Union in control of much of the state, Brig. Gen. George F. Shepley became military governor.
Shepley took charge of administrative concerns of the state and worked with residents loyal to the Union to elect a new civilian government.
The first page of the inauguration program notes that "exercises incident to the inauguration of the Hon. Michael Hahn...[will] be accompanied by one of the most imposing musical festival that has ever taken place upon the American continent."
