Description
Alfred C. Hills, executive editor of the New Orleans Era wrote to Brig. Gen. George F. Shepley to thank him for his service as military commandant of New Orleans and military governor of Louisiana.
The letter was written March 3, 1864, one day before a civilian government was installed in Louisiana.
Shepley, a native of Maine and Portland lawyer before the war, served as commander of the 13th Maine Regiment, then commander of the 3rd Brigade in Louisiana before being named to the administrative posts when the Union army occupied New Orleans and much of the state.
Hills wrote, "I believe, sir, that you have performed the duties of your office with a conscientious regard for the public welfare, and that your administration has been characterized in a conspicuous manner by the shining qualities of ability and integrity."
