Description
Brig. Gen. George F. Shepley, military governor of Louisiana, wrote to Secretary of War Edwin M. Stanton to report on Louisiana elections for Congressional representatives from the first and second districts.
Shepley, a native of Maine who went to Louisiana with the 12th Maine Regiment, became commander of the 3rd Brigade, military commandant of New Orleans, then military governor of the state.
He reported that many residents of the two districts had taken loyalty oaths to the U.S. With a sufficient military force in Louisiana, he believed the rebels could be ousted and "the people would cheerfully soon return to the Union..."
The letter is a copy of the one he sent to Stanton.
