Appointment of Col. George Shepley as Louisiana governor, 1862

Description

Col. George F. Shepley, a Portland lawyer who enlisted in the 12th Maine Regiment in November 1861, received a copy of a letter from Secretary of War Edwin M. Stanton to Secretary of State William H. Seward, that announced Shepley's appointment as military governor of Louisiana.

Shepley (1819-1878) had been serving as military commandant of New Orleans.

Stanton wrote, "The Department desires to avoid any incroachment upon international rights, and would be glad to be favored with any suggestions which the State Department may think proper."
