Governor Percival P. Baxter in his office in Augusta, 1923.

Baxter, a Republican from Portland, was governor from 1921-1924. He previously served in the Maine House and Maine Senate.

Baxter purchased land around Mt. Katahdin and donated it to the state as a park to remain "forever wild."
