Description
Seaman John Monroe Dillingham is aboard the U.S. Sloop of war Housatonic in Port Royal, South Carolina, where they are doing some maintenance work, probably recoaling, and adding sandbags to the boiler room and magazine.
He talks about ironclads and a rumor (false) that the blockade has been broken. He also mentions President Lincoln's Emancipation Proclamation.
