William Ladd, president of the American Peace Society, wrote this letter to accompany a copy of his "Essay on a Congress of Nations," which he wished to have presented to Frederick William III, the King of Prussia. Ladd wrote to the Charge d'Affaires of Prussia, Baron de Roenne, with his request. The essay presented Ladd's ideas for a Congress of Nations, intended to spread world peace.
