Jonathan Morgan, a Portland lawyer, writer, and inventor, wrote a plea to the mayor, aldermen, and Common Council of Portland in 1869 for assistance due to his losses in the 1866 fire. They had previously granted him $100. He argued that the previous allocation was unfair.
