This document certifies that Llewellyn Powers requests that James Feeley will serve as his substutute, if accepted, in the U.S. Army for which Feeley will be paid $300 by Llewellyn Powers. Llewellyn Powers, a Republican, served five terms in the Maine Legislature and was Governor of Maine from 1897-1901.
